Attorney-at-law in the Public Procurement Team. He specialises in civil and commercial law, with a particular focus on public procurement law. He has many years of experience in providing legal advice to businesses and public institutions. He assists contracting entities in preparing and conducting tender procedures, as well as contractors competing for contracts. He represents clients in disputes before the National Appeals Chamber and common courts, and advises on the implementation of contracts, representing clients in court and out-of-court dispute resolution procedures.

Michał has advised leading companies across the IT, energy and construction sectors, as well as key public sector institutions. He has extensive experience in legal advice on the implementation of projects co-funded by the European Union.

He has gained his experience while working for renowned law firms, as well as through his individual practice.

Author of numerous publications on public procurement law and commercial law.

  • legal advice to a contracting entity on a successful project for the construction and maintenance of the IT System for National Protection against Extraordinary Threats (ISOK); project value: several dozen million PLN;
  • legal advice to a contracting entity, including representation before the National Appeals Chamber, as part of a tender procedure regarding the supply and installation of a combined gas and steam unit; contract value: approx. PLN 1.5 billion;
  • legal advice to a contracting entity on the construction of a sewage treatment plant, including warranty service; project value: several dozen million PLN;
  • legal advice to a contracting entity regarding a project co-funded from EU funds involving the construction of a photovoltaic power plant with a capacity of over 100 kWp;
  • legal advice to a winning contractor in a tender procedure regarding the maintenance and development of CAS software and providing support for end users, conducted by the Ministry of Family, Labour, and Social Policy; contract value: several dozen million PLN;
  • legal advice to a winning contractor, including representation before the National Appeals Chamber, in a tender procedure regarding the construction, implementation, and delivery of a data warehouse technology stack licence, along with system maintenance and modification services and technical assistance for the delivered licences for a period of 36 months, conducted by the Agency for Restructuring and Modernisation of Agriculture;
  • legal advice to a leading fuel producer in a tender procedure regarding the supply of marine fuel; contract value: several dozen million PLN;
  • legal advice to a winning contractor in a tender procedure regarding the supply of 50 low-floor trams; contract value: approx. PLN 400 million;
  • participation in the preparation and conduct, as the contracting entity’s counsel, of a tender for the supply of parcel sorting machines; project value: PLN 50 million;
  • legal advice regarding the construction and maintenance of national roads and motorways.
