He specialises in contract law, infrastructure projects and law of the European Union. Author of publications in the field of public procurement and Community funds. Member of the Public Procurement Law Association. Lecturer at the post-graduate studies in the field of public procurement. He has gained experience in working at an institution supervising projects co-financed from EU funds, including as the head of the public procurement auditing division.
Selected projects
He provides day-to-day advice on largest infrastructure projects in Poland. Examples include:
- construction of the section Czyżew – Białystok on the railway line E75 being part of the so called Rail Baltica (largest Polish railway tender in history);
- construction of the ERTMS/GSM-R system on PKP PLK railway lines (second largest Polish railway tender in history);
- design and construction of the Warsaw incineration plant;
- design and construction of the exhibition and breeding pavilion for Asian fauna and flora in the Łódź Zoo;
- construction of road S16 Olsztyn (S51) – Ełk (S61) section Borki Wielkie – Mrągowo;
- modernisation of breakwaters in the Gdańsk North Port.
